All town residents in Orange County, and for that matter NYS, like Warwick, should be empowered by the Legislature and the Governor to vote for or against a Community Preservation Fund initiative on their respective ballots. Passage is not guaranteed although at least each resident gets a chance to have their voice heard on this important proposal.
It will be interesting to see if Hochul vetoes the Community Preservation Bill again now that she vetoed the last bill twice years ago because she needed more time to look into it.
