Let's Talk About 651 Lakes LLC And Their Short Term Rental Application
Oak Woods Subdivision, Meadow Hills Subdivision, and 651 Lakes LLC are all the same. Chester and Monroe residents have a right to get answers to these questions.
I got caught up on assignment yesterday, so this is (finally) a short post.
Today, I’m going to present to you the questions I’ve submitted to 651 Lakes LLC’s attorney, Jonathan DeJoy, of Catania, Mahon & Rider PLLC.
Mr. DeJoy appeared at the March 4th on behalf of the Short Term Rental Application filed by 651 Lakes LLC. During the meeting — if you tap or click on the video below it’s set up to run just as Mr. DeJoy starts speaking — Mr. DeJoy stated he was present to answer questions from the Town Board and the public. So, of course, I’ve sent some questions in and didn’t hear back as of this writing. Shocker.
I’ve covered already that 651 Lakes LLC, Oak Woods Subdivision LLC, and Meadow Hills Subdivision LLC are all interconnected projects tied to the same three people: Mr. David Breier, Mr. Joseph Breier, and Abraham A. Berkovic.
The projects themselves have been presented as separate, but really, I feel they represent an end run around the Town of Monroe and Town of Chester to encircle the Henry Farms property.
The questions below reflect that hypothesis. Since Mr. DeJoy did not answer these questions, I will be asking them at the next Town Board meeting when the 651 Lakes LLC short-term rental application comes up.
I encourage you to feel free to pick and choose from the questions below and ask them as well.
1. The SRT application was filled out by a Mr. Joseph Breier. Can you confirm Mr. Breier's home address is 1120 44th Street, Brooklyn, NY, 11219?
2. 1120 44th Street is a building owned by Mr. David Breier.
Mr. David Breier has an application before the Monroe Town Board for Meadow Hills Subdivision LLC and an application in Chester for Oak Wood Subdivision LLC.
Your client's rental request is for a property less than a mile from Mr. David Breier's other two applications.
Can you clarify Mr. Joseph Breier's relationship to Mr. David Breier?
3. There are at least 10 identified short term rentals less than a mile from Oak Wood Subdivision and Meadow Hills Subdivision LLC.
Does your client own or serve as a member of other LLCs within the immediate vicinity of Mr. David Breier's planned housing developments?
4. You stated that your client is for the Town of Monroe cracking down on other AirBnBs in the area. Does your client own or serve as a member of other LLCs within the Town of Monroe, Village of Monroe, or the Town of Chester?
If so, do any of those LLCs operate or own short term rentals?
5. 651 Lakes LLC provided an address to the Town as 651 Lakes Road in Monroe, New York. However, the Department of State has the address for 651 Lakes LLC listed as 1166 44TH ST., BROOKLYN, NY, UNITED STATES, 11219.
Can you clarify which address is the correct address for 651 Lakes LLC and your client?
5. Does your client also reside at 1166 44th Street in Brooklyn? If not, does another member of 651 Lakes LLC reside at, or own, this building?
If not, why is this the address that was used for 651 Lakes LLC?
6. There are 12 open violations listed for 1166 44th Street in Brooklyn: https://hpdonline.nyc.gov/hpdonline/building/853737/violations
Most of those violations have to do with a failure to register as required by adm code §27-2097. Many violations date back over a year.
Can you explain why 651 Lakes LLC and/or Mr. Joseph Breier have not complied with these violations issued by New York City?
7. If Mr. Joseph Breier is not in compliance with New York City, how can the Town of Monroe reasonably expect him to follow all appropriate rules and regulations concerning this property and its management as a rental?
8. On August 15th, 2023, Mr. Ramon Carrion sent a letter to the Town of Monroe Building Inspector stating that the number provided on the SRT by your client is a Google Voice number. He also suggested the email address provided on the application may also be incorrect.
For the record can you state your client's actual phone number and email address?
9. On October 28th, Mrs. Yolanda Carrion sent an email to the Town of Monroe Building Inspector concerning the installation of a new electrical system at 649 Lakes Road. She shared concerns that the electrical service was not in compliance with 2020 PMCNYS Section 604.2.
Can you clarify whether or not this is the case?
10. Can you also clarify if the installation was handled by an electrical contractor fully licensed with New York State? If so, please provide the name and contact information for this contractor used by your client to complete this work.
Bonus Questions
I submitted to the Town of Chester Planning Board the following questions concerning Oak Woods Subdivision LLC. I’m presenting these here to further demonstrate the interconnected nature of these three projects.
Clarification of Relationship to 651 Lakes LLC (649 Lakes Road)
Less than a mile from the site of the planned six lot subdivision is the property at 649 Lakes Road.
649 Lakes Road is owned by 651 Lakes LLC.
I would like to request that the representatives of Oak Woods Subdivision LLC clarify the relationship between themselves and 651 Lakes LLC by answering the following questions:
The SRT in Monroe for the 651 Lakes LLC application was filled out by a Mr. Joseph Breier. Mr. Joseph Breier’s home address is listed as 1120 44th Street, Brooklyn, NY, 11219.

Does your client reside, or do Oakwood Subdivision LLC’s listed associates including Mr. Abraham A. Berkovic, reside at 1166 44th Street in Brooklyn?
Does any other member of the Oak Woods Subdivision LLC own, or is associated with, this building?

I would like to request that the representatives of Oak Woods Subdivision LLC clarify the relationship between themselves and Meadow Hill Subdivision LLC by answering the following questions:
Mr. Abraham Berkovic’s name appears on the Entity Disclosure Form filed with the Town of Monroe for Meadow Hill Subdivision.
Mr. Berkovic’s email and phone number also appear on the Town of Chester Planning Board Subdivision application. However, his name is not listed there. Why is this?
Can you clarify Mr. Berkovic’s relationship to the Oakwoods Subdivision? What is his role within the organization? What is his role with the Meadow Hill Subdivision LLC organization?
Mr. Berkovic listed his address as 1244 50th Street in Brooklyn. The building is listed as owned by Mr. Philip Eichenthal and Mrs. Eliezer Eichenthal.
Are Mr. and Mrs. Eichenthal members of either Oak Wood Subdivision LLC or Meadow Hill Subdivision LLC?
1244 50th Street also has 11 open HPD violations according to New York City.

Can you explain why these violations have not been complied with?
Mr. Berkovic provided the address of 3705 14th Avenue, Suite 301, Brooklyn, NY 11218 as the location for Meadow Hill Subdivision LLC.
This address is different from what has been provided to the Town of Chester.
Can you explain why Mr. Berkovic, David Breier, and Joseph Breier are using different addresses and LLC names for what appear to be three interconnected projects?
3705 14th Avenue, Suite 301, Brooklyn, NY 11218 is a building owned by BORO PARK VOLUNTEERS HATZOLOH INC.
Can you clarify what role, if any, this non-profit organization (EIN: 11-3043090) has with Meadow Hill Subdivision LLC and Oak Wood Subdivision LLC?
The specific Suite, #301, provided by Mr. Berkovic also belongs to Secure Life Settlements.
The president for this organization is listed as Mr. Joel Eckstein. Can you clarify why Secure Life Settelement’s mailing address was provided to the Town of Monroe for the Meadow Hills Subdivision by Mr. Berkovic?
Can you clarify what role, if any, Mr. Joel Eckstein and/or Secure Life has with either Oakwood Subdivision LLC or Meadow Hill Subdivision LLC?
Meadow Hill Subdivision LLC was formed in October of 2022 with the provided address of 1252 50th Street in Brooklyn, NY.
The building is owned by 1252 50th Street LLC with Yaffa Hartstein.
Can you clarify what role, if any, Yaffa Harstein and Albert Harstein, may have with either Meadow Hill Subdivision LLC or Oak Wood Subdivision LLC?
Clarification of Relationship to Henry Farms (Highview Properties D.H.F., Inc.)
Oakwood Subdivision LLC and Meadow Hill Subdivision LLC, in addition to 651 Lakes LLC, encircle the proposed site of the Henry Farms development. This property is owned by Highview Properties D.H.F., Inc. aka Helmer Cronin Construction Inc.
After Helmer Cronin Construction Inc. lost in court to the Town of Monroe in 2022, later that year Meadow Hill Subdivision LLC and Oak Wood Subdivision LLC were formed, both purchasing property from Mr. John Sorrentino (aka Meadow Hill LLC) for the same price of $422,500 each.
I would like to request that the representatives of Oakwoods Subdivision LLC clarify the relationship between themselves and Helmer Cronin Construction by answering the following questions:
Are there employees, trustees, or other associated parties of Helmer Cronin (or operating under Highview Properties) a member of Oak Wood Subdivision LLC or Meadow Hill Subdivision LLC?
What is the nature of your relationship with Highview Properties / Helmer-Cronin?
Mr. David Breier has served as a middleman for buying and selling real estate projects before, most recently in Ulster County in August of 2021 with Yeshiva Birchas Moseh Inc.
Is it your client’s intention to sell the property, once approved, to Highview Properties to get around the zoning restrictions placed on the Henry Farm project by the Town of Monroe?
As mentioned, Mr. David Breier has served as a middleman for buying and selling real estate projects before, most recently in Ulster County in August of 2021 with Yeshiva Birchas Moseh Inc.
At the time, Mr. Breier provided Ulster County with his home address as 1449 37th Street, Suite #612. This is impossible, because this is an office building.
Can you clarify Mr. Breier’s current home address? Has this address been provided to the Town of Monroe and Town of Chester?
In November of 2021, Mr. Breier took out a mortgage of $1,053,000.00 on 1220 44TH STREET. The mortgage was paid in full less than a month later on 12/10/21 to SANTANDER BANK NA. However, the loan was taken out by Mr. Breier from Loan Depot LLC, not Santander.
Given Mr. Breier’s international business relations with companies such as Jinhua Shunhua Commodity Co., Ltd,, and concerns from the United States government concerning the use of LLCs by foreign nationals to launder money in the United States, can you explain the nature of this financial transaction?
Was the purchase from Mr. Sorrentino (Meadow Hills LLC) done in cash?

Clarification of Relationship to US Asia Global Inc.
Oakwood Subdivision LLC is operated by Mr. David Breier. Mr. David Breier is the CEO of US Asia Global Inc. This company uses the same business address, according to documents provided to the Town of Chester, as Oak Woods Subdivision LLC.
However, the Department of State has the same address but a different suite number provided:
1449 37th Street, Suite #612, in Brooklyn, New York is what the Town of Chester has.
1449 37th Street, Suite 342 is what New York State has.
Can you clarify why the state and the town of Chester were presented with different mailing addresses by the applicant?
Can you clarify why an import/export business would have a sudden interest in real estate directly surrounding a contested property?
