A Female Escort Named "Lenny" & South Blooming Grove Attorney, Scott Ugell
There are numerous questions surrounding the behavior of former Rockland County Justice, and current South Blooming Grove Village Attorney, Scott Ugell. Here is just a sample of them.

I’m currently looking into Scott B. Ugell, former Justice in Rockland County for thirty years before his career ended in disgrace. Mr. Ugell has had multiple side hustles in that time, including marijuana farmer, and village attorney for South Blooming Grove in Orange County and Airmont in Rockland County.
Currently, Mr. Ugell finds himself in court with Mr. Brian T. Galperin.
The number of revelations that came out of Mr. Galperin’s countersuit against Mr. Ugell are shocking.
So, today, I’m going to show you the questions I asked Mr. Ugell about them.

Mr. Ugell,
1. You served as Mayor George Kalaj's personal attorney in representing him in divorce proceedings. Can you clarify if this representation led to your appointment as Village Attorney for South Blooming Grove under Mayor Kalaj?
(Mr. Kalaj has not replied to requests for comment at this time.)
2. Did you regularly purchase marijuana (when it wasn't legal in New York State) from Brian T. Galperin? If so, were you under the influence of marijuana during your time serving as a Justice in Clarkstown and during your time when serving as the attorney for South Blooming Grove as asserted by Mr. Galperin in court documents?
3. During the time that you had an application before the State Cannabis Control Board via Madura/Madura Farms, did you claim that you had no influence over members of this board?
4. Is it true that you had contacted Phil Rumsey, Manager of Intergovernmental Outreach at the NYS Office of Cannabis Management, and a yet to be identified state senator to get your application approved by the NYS Cannabis Control Board? (See Exhibit 5)
(The NYS Office of Cannabis Management has not yet replied to requests for comment at this time.)
5. Did you ask a man named Klodian Nikolla to drive to Mr. Galperin’s home and threaten to murder him as alleged by Mr. Glaperin? Does this confirm Mr. Glaperin's claim that you have ties to organized crime?
6. Did you discuss with Mr. Glaperin a system involving the Rockland Court justices where cases are shepherded to favorable judges. A system where, if a judge can't put their finger on a case for political reasons, they would work out a deal with the judge who did take the case in order to secure the outcome that they wanted to achieve?
7. Did you state to Mr. Glaperin that Justice Sherri Eisenpress would use this system in cases involving the local haredi community in Rockland?
8. Did you let a public official in Rockland walk from a DWI by making it appear to be a traffic violation in your court?

9. In your capacity as Town Lawyer for Airmont, NY, did you deny an application involving 375 Route 59 (above) and then asked Mr. Glaperin to contact the property owner to buy the land instead because you thought the land would be great for your new marijuana farm business? (see Exhibit 10)
(I have FOILed all documents concerning Mr. Ugell’s actions involving 375 Route 59 and will share what I learn if and when I receive them.)
10. Did you tell Mr. Galperin that you worked with Mayor George Kalaj of South Blooming Grove, in your capacity as Village attorney, to purchase the Mayor's home, and that you would approve the land for any purpose because of your influence over the board members?
(Martin Werzberger purchased Mayor George Kalaj’s home for $4.6M on March 7th, 2022, using a shell company called Fort Worth Holdings LLC. This company was created with the assistance of Mr. Yoel Ephraim Weiss of Ark Mortgage. A lot of LLCs in South Blooming Grove and the surrounding area, including Joel Stern and Isaac Ekstein’s Preferred Estates Realty LLC, can be traced back to Ark Mortgage employees.
Mr. Werzberger’s Independent Capital Solutions Corp. appears on paperwork submitted to the Department of State for the formation of Fort Worth Holdings LLC. What role Mr. Ugell played in this process is unknown at this time.)
11. Did you tell Mr. Galperin that the Mayor's property would be perfect to turn into a Yeshiva and put tax free religious housing on the property that would then expand into Kiryas Joel?
(There is a resolution that the yeshiva on the property, owned by Sheri Torah, be officially listed as a house of worship. If passed, an estimated $115k could come off the tax rolls in South Blooming Grove.)
12. Did you claim to Mr. Galperin that you met on Friday mornings with the head Rabbis of Kiryas Joel to discuss how to funnel government resources to the local Hasidic community?
(I’m interested in learning if Mr. Ugell was referencing David Ekstein, head of Congregation Yetev Vev D’Satmar of Kiryas Joel or Isaac Ekstein, South Blooming Grove Vilalge employee and head of Congregation Yetev Vev D’Satmar of Blooming Grove.)
13. Did you share with Mr. Galperin that the Hasidic community's political influence is derived from "owning politicians"?
14. Did you state to Mr. Galperin that if a politician is caught up in corruption, the Hasidic leaders are "able to make a call higher up the political food chain to make an issue go away?"
(And was it the office of Letitia James, whom is a friend of hanhallah?)
15. Did you cite as an example of this an FBI investigation that involved Justice Eisenpress?
16. Did you state to Mr. Galperin, about Justice Eisenpress, that the Hasidic community "has no respect for dykes"?
17. During the time that you were employed by the Village of South Blooming Grove, did you attend NECANN in Boston, Massachusetts between the dates of March 18th-20th, 2022?
18. In that time, did you use cocaine as observed by Mr. Galperin? Did you sleep with a female escort named "Lenny" during your time at this convention?
